EXECUTIVE SUMMARY
We have established eight (8) strategic goals for accomplishing the =
Department of Health and Human Services (HHS) mission to protect and =
improve the health and well-being of the American public.  These goals =
and accompanying objectives provide the focus for HHS investments of =
effort and resources over the next five years. The following summary =
highlights the key priorities of the Secretary that are found in the =
plan:

To PREVENT DISEASE AND ILLNESS, Goal 1 is to =93reduce the major threats =
to the health and well-being of Americans.=94 To achieve our goal, we =
will focus on the behavioral and environmental threats that have a =
significant effect on health. We especially will focus on:

  a.. Promoting healthy behaviors, such as regular exercise and a =
healthy diet to reduceobesity and the incidence of chronic diseases, =
such as diabetes;=20
  b.. increasing abstinence education for young Americans and providing =
educational and other materials aimed at reducing unsafe sexual =
behaviors and preventing unintended pregnancies; and=20
  c.. reducing substance abuse by expanding and improving communities=92 =
substance abuse prevention and treatment programs.
To PROTECT OUR HOMELAND, Goal 2 is to =93enhance the ability of the =
Nation=92s health care system to effectively respond to bioterrorism and =
other public health challenges.=94 To achieve this goal we will focus =
our efforts on:

  a.. building the capacity of the health care system to prepare for and =
respond to public health threats, especially bioterrorism; and=20
  b.. Initiating steps to ensure the safety of food, drugs, biological =
products, and medical devices.
To CLOSE THE GAPS IN HEALTH CARE, Goal 3 is to =93increase the =
percentage of the Nation=92s children and adults who have access to =
regular health care and expand consumer choices.=94 To achieve our goal, =
we plan to undertake a multi-faceted approach that includes:

  a.. creating new, affordable health insurance options;=20
  b.. expanding the health care safety net, especially in underserved =
rural and urban areas and for low income persons; and=20
  c.. expanding the availability of health services for populations with =
special needs, such as those needing organ and tissue transplantations, =
persons with HIV/AIDS, and persons with mental illnesses.
To IMPROVE HEALTH SCIENCE, Goal 4 is to =93enhance the capacity and =
productivity of the Nation=92s health science research enterprise.=94 To =
achieve this goal we will concentrate on:

  a.. making investments that advance the understanding of basic =
biomedical and behavioral science and how to prevent, diagnose, and =
treat disease and disability; and=20
  b.. accelerating the development of new drugs, medical technology, and =
biologic therapies.
To REALIZE THE POSSIBILITIES OF 21st CENTURY HEALTH CARE, Goal 5 is to =
=93improve the quality of health care services.=94 For this goal, we =
will especially focus on:

  a.. steps to reduce medical errors and improve consumer and patient =
protections; and=20
  b.. accelerating the development and use of an electronic health =
information infrastructure.
To WORK TOWARD INDEPENDENCE, Goal 6 is to =93improve the economic and =
social well-being of individuals, families, and communities, especially =
those most in need.=94 Our efforts will concentrate on:

  a.. engaging all welfare families in work leading to self sufficiency; =

  b.. reducing barriers to independent living for persons with =
disabilities; and=20
  c.. expanding community and faith-based partnerships to find more =
creative and effective ways of delivering human services.
To LEAVE NO CHILD BEHIND, Goal 7 is to =93improve the stability and =
healthy development of our Nation=92s children and youth.=94 In =
achieving this goal we will focus on:

  a.. promoting family formation and healthy marriages; and=20
  b.. instituting creative and innovate ways to improve the learning =
readiness of preschool children.
To IMPROVE DEPARTMENT MANAGEMENT, Goal 8 is to =93achieve excellence in =
management practices.=94 To help us achieve the above seven program =
objectives, we will institute a multi-pronged approach to improve =
management practices and achieve excellence by focusing on the key areas =
in the President=92s Management Agenda. For example, management reforms =
will center on:

  a.. Creating a unified =93One HHS=94=20
  b.. Improving workforce planning and financial management;=20
  c.. enhancing the efficiency and effectiveness of competitive =
sourcing; and=20
  d.. enhancing the use of electronic commerce.

INTRODUCTION
The Department - =93One HHS=94
The over-arching central direction of the Department is to function as a =
single entity =96 as One HHS. To ensure that HHS is =93One Department=94 =
rather than a collection of disparate and unrelated agencies, we have =
taken a number of actions, and are planning more. We are reforming the =
management of the Department and improving the programs that our =
Department runs. Over the next few years we will be increasingly =
collaborating and coordinating significant activities among HHS =
agencies, such as work on HIV/AIDS, Medicare, Medicaid, delivery of =
health care services to children and families, privacy and =
confidentiality policies, and research on the effectiveness of HHS =
programs. For the first time ever, the HHS Strategic Plan contains a =
Management Improvement Goal, including strategies to reduce the number =
of personnel offices; modernize and improve human, financial, and =
technological management at HHS; and reform regulations to reduce =
excessive paperwork and burden to doctors and hospitals. To provide =
accountability, as well as feedback and tracking of how we are doing, we =
are instituting performance contracts (tied to the strategic goals and =
objectives) for the Department=92s senior leadership which will cascade =
throughout the Department. This performance contract will institute =
explicit standards against which HHS officials=92 work will be measured.

In terms of our structure, the Department of Health and Human Services =
(HHS) is one of the largest federal departments, the Nation=92s largest =
health insurer, and the largest grant-making agency in the United States =
federal government. The Department promotes and protects the health and =
well-being of all Americans and provides world leadership in biomedical =
and public health sciences.  As indicated above, in doing this, HHS is =
committed to becoming a unified Department.

HHS will be accomplishing its objectives through an array of programs in =
basic and applied science, public health, income support, child =
development, and the financing and regulation of health and social =
services. The Department manages this broad range of activities in =
collaboration with its state, local, tribal, and non-governmental =
partners, and with the coordination of the staff agencies in the Office =
of the Secretary. Appendix XX provides a brief description of HHS =
Agencies and staff offices.

Development and Update of the Plan
In 1997, HHS published its first strategic plan in response to the =
Government Performance and Results Act (GPRA).  This plan was updated =
and transmitted to Congress in September 2000. Part of our quality =
improvement efforts in strategic planning have focused on updating the =
HHS Strategic Plan to reflect the emergence of new priorities and the =
experience that has been gained while implementing the initial two =
plans. The result is an expansion and revision of Strategic Plan goals =
and objectives. The discussion of implementation strategies also is =
expanded and refined. A more thorough discussion of data and management =
challenges and solutions is provided (Appendices XX and XX). A more =
complete analysis of external factors that might affect the =
goals/objectives and how the Department might mitigate them is included =
(Appendix XX). Possible outcome indicators are defined and an =
explanation of how the strategic and annual performance plans are =
closely linked is now discussed in detail (Appendix XX).

Despite these changes, the basic logic of the plan remains the same. The =
strategic goals and objectives reflect Department-wide priorities that =
cut across individual HHS agencies and programs. In contrast, our =
implementation strategies are aligned with the authority and funding of =
categorical programs. Often, however, individuals and families have =
needs that go beyond the individual Department programs. For example, =
the person who is moving from welfare to work may also need access to =
affordable housing=97a program that is within the purview of the =
Department of Housing and Urban Development (HUD). In this respect, the =
HHS implementation strategies for helping clients would appear to be =
constrained by the scope of the programs that we administer.

However, HHS works with a wide range of federal, state, tribal, and =
local service providers to coordinate the planning and delivery of =
services in a way that maximizes resources and provides clients with an =
integrated approach to meeting their needs. The discussion of internal =
and external coordination has been significantly expanded to provide a =
clearer sense of where the Department=92s programs and activities =
intersect with each other and with organizations outside HHS (see =
Appendix XX).

In addition, Appendix XX describes the unique service delivery =
partnerships that we have with state and local governments, tribes, and =
private organizations that have programs and goals similar to those of =
HHS. The appendix provides a discussion of how these partnerships work =
in planning and delivering services and the important role that these =
organizations play in helping us achieve the objectives we have set in =
the HHS Strategic Plan.

Many of the Department's objectives and implementation strategies focus =
on populations within our program authority (e.g., persons with =
particular diseases, low-income, underserved and minority populations). =
Given finite resources, where we have discretion, we target groups with =
the greatest needs. We do not cast our objectives and implementation =
strategies by particular populations, given the number of separate =
populations that are eligible for special services.

Similarly, the Strategic Plan is not a depository for all actions that =
we might take to achieve an objective.  Therefore, implementation =
strategies under each objective are merely illustrative and not meant as =
a catalogue of all potential implementation plans; they illustrate the =
general direction we plan to take. For example, a research strategy may =
be central to achieving one of our objectives.  In this case, we would =
list selected research priorities to provide readers with the major =
thrust of our agenda and how research relates to achieving the =
particular objective.  Listing every possible research activity would be =
impossible, given the number of potential research priorities that we =
might support.

Our Mission
The mission of the Department of Health and Human Services it to enhance =
the health and well-being of Americans by providing for effective health =
and human services and by fostering strong, sustained advances in the =
sciences underlying medicine, public health and social services.

Healthy and productive individuals, families, and communities are the =
very foundation of the Nation=92s present and future security and =
prosperity. Through leadership in medical sciences and public health, =
and as guardian of critical components of America's health and safety =
net programs, HHS seeks to improve the health and well-being of people =
in this country and throughout the world.

      Planning and Assessment Cycle=20
The Department's successes are measured against a yardstick of steady, =
progressive improvements in the physical and mental health and economic =
well-being of individuals, families, and communities, and advances in =
medicine and public health that benefit the entire world. Achieving and =
sustaining good health as individuals and communities is a shared =
responsibility. To realize our goals, we will develop the policies, =
tools, and resources that are appropriately national in scope. To =
realize the objectives for improving the Nation=92s health, =
strengthening the social and economic fabric, and contributing to global =
health, the Department will form many kinds of partnerships. These =
include partnerships with other federal departments; state, local, and =
tribal governments; academic institutions; the business community; =
nonprofit and volunteer organizations;and our counterparts in other =
countries and international organizations.


Strategic Goals
HHS=92 strategic goals are broad statements of what we plan to =
accomplish over the next five years.  More detailed objectives are set =
for each goal. We have articulated the key strategies we plan to =
undertake to work toward our objectives and goals in order to help us to =
achieve the overall HHS mission.

Our Core Values
In the Department=92s ongoing management of its programs, and in our =
strategic planning process, we have been guided by a set of core values =
that define the HHS organizational culture. These are:

communities that are directly served by the Department=92s programs and =

STRATEGIES FOR ACCOMPLISHING OUR GOALS
In this section we describe our strategies for accomplishing our =
strategic goals and objectives.  Legislation and/or regulations required =
to accomplish objectives are presented as part of the strategies. In =
general, we conduct a number of activities to achieve objectives and =
goals, such as disseminating information; providing technical assistance =
to contractors, states, and local governments; conducting research and =
demonstrations; financing services for program beneficiaries; and =
delivering services directly to program recipients.  (See exhibit =
below.) A discussion of resources that will support these strategies is =
found in Appendix XXX, and a matrix relating the Department's strategic =
objectives to programs is shown in Appendix XXX.

The design and implementation of strategies/actions to accomplish our =
objectives and goals is a process that is influenced by information =
gained through program evaluation. Appendix XXX provides an in-depth =
discussion of program evaluations and the Department's plans to look at =
the effectiveness of the implementation strategies.

the sources of delays in inter-jurisdictional adoptions; and holding =

<P><I>We have established eight (8) strategic goals for accomplishing =

Department of Health and Human Services (HHS) mission to protect and =
improve the=20
health and well-being of the American public.&nbsp; These goals and =
accompanying=20
objectives provide the focus for HHS investments of effort and resources =
over=20
the next five years. The following summary highlights the key priorities =
of the=20
Secretary that are found in the plan:</I></P>
<P><B>To PREVENT DISEASE AND ILLNESS, Goal 1</B> is to =93reduce the =
major threats=20
to the health and well-being of Americans.=94 To achieve our goal, we =
will focus=20
on the behavioral and environmental threats that have a significant =
effect on=20
health. We especially will focus on:</P>
<UL>
  <LI>Promoting healthy behaviors, such as regular exercise and a =
healthy diet=20
  to reduceobesity and the incidence of chronic diseases, such as =
diabetes;=20
  <LI>increasing abstinence education for young Americans and providing=20
  educational and other materials aimed at reducing unsafe sexual =
behaviors and=20
  preventing unintended pregnancies; and=20
  <LI>reducing substance abuse by expanding and improving communities=92 =
substance=20
  abuse prevention and treatment programs.</LI></UL>
<P><B>To PROTECT OUR HOMELAND, Goal 2</B> is to =93enhance the ability =
of the=20
Nation=92s health care system to effectively respond to bioterrorism and =
other=20
public health challenges.=94 To achieve this goal we will focus our =
efforts=20
on:</P>

  <LI>building the capacity of the health care system to prepare for and =
respond=20
  to public health threats, especially bioterrorism; and=20
  <LI>Initiating steps to ensure the safety of food, drugs, biological =
products,=20
  and medical devices.</LI></UL>
<P><B>To CLOSE THE GAPS IN HEALTH CARE, Goal 3</B> is to =93increase the =

percentage of the Nation=92s children and adults who have access to =
regular health=20
care and expand consumer choices.=94 To achieve our goal, we plan to =
undertake a=20
multi-faceted approach that includes:</P>

  <LI>creating new, affordable health insurance options;=20
  <LI>expanding the health care safety net, especially in underserved =
rural and=20
  urban areas and for low income persons; and=20
  <LI>expanding the availability of health services for populations with =

  HIV/AIDS, and persons with mental illnesses.</LI></UL>
<P><B>To IMPROVE HEALTH SCIENCE, Goal 4</B> is to =93enhance the =
capacity and=20
productivity of the Nation=92s health science research enterprise.=94 To =
achieve=20
this goal we will concentrate on:</P>

  <LI>making investments that advance the understanding of basic =
biomedical and=20
  behavioral science and how to prevent, diagnose, and treat disease and =

  disability; and=20
  <LI>accelerating the development of new drugs, medical technology, and =

  biologic therapies.</LI></UL>
<P><B>To REALIZE THE POSSIBILITIES OF 21<SUP>st </SUP>CENTURY HEALTH =
CARE, Goal=20
5</B> is to =93improve the quality of health care services.=94 For this =
goal, we=20
will especially focus on:</P>

  <LI>steps to reduce medical errors and improve consumer and patient=20
  protections; and=20
  <LI>accelerating the development and use of an electronic health =

social well-being of individuals, families, and communities, especially =

most in need.=94 Our efforts will concentrate on:</P>

<H4><A name=3Dintro>INTRODUCTION</A></H4>
<H5><A name=3Ddept>The Department - =93One HHS=94</A></H5>
<P>The over-arching central direction of the Department is to function =
as a=20
single entity =96 as <I>One HHS</I>. To ensure that HHS is =93One =
Department=94 rather=20
than a collection of disparate and unrelated agencies, we have taken a =
number of=20
actions, and are planning more. We are reforming the management of the=20
Department and improving the programs that our Department runs. Over the =
next=20
few years we will be increasingly collaborating and coordinating =
significant=20
activities among HHS agencies, such as work on HIV/AIDS, Medicare, =
Medicaid,=20
delivery of health care services to children and families, privacy and=20
confidentiality policies, and research on the effectiveness of HHS =
programs. For=20
the first time ever, the HHS Strategic Plan contains a Management =
Improvement=20
Goal, including strategies to reduce the number of personnel offices; =
modernize=20
and improve human, financial, and technological management at HHS; and =
reform=20
regulations to reduce excessive paperwork and burden to doctors and =
hospitals.=20
To provide accountability, as well as feedback and tracking of how we =
are doing,=20
we are instituting performance contracts (tied to the strategic goals =
and=20
objectives) for the Department=92s senior leadership which will cascade =
throughout=20
the Department. This performance contract will institute explicit =
standards=20
against which HHS officials=92 work will be measured.</P>
<P>In terms of our structure, the Department of Health and Human =
Services (HHS)=20
is one of the largest federal departments, the Nation=92s largest health =
insurer,=20
and the largest grant-making agency in the United States federal =
government. The=20
Department promotes and protects the health and well-being of all =
Americans and=20
provides world leadership in biomedical&nbsp;and public health =
sciences.&nbsp;=20
As indicated above, in doing this, HHS is committed to becoming a =
unified=20
Department.</P>
<P>HHS will be accomplishing its objectives through an array of programs =
in=20
basic and applied science, public health, income support, child =
development, and=20
the financing and regulation of health and social services. The =
Department=20
manages this broad range of activities in collaboration with its state, =
local,=20
tribal, and non-governmental partners, and with the coordination of the =
staff=20
agencies in the Office of the Secretary. Appendix XX provides a brief=20
description of HHS Agencies and staff offices.</P>
<H5><A name=3Ddevelop>Development and Update of the Plan</A></H5>
<P>In 1997, HHS published its first strategic plan in response to the =
Government=20
Performance and Results Act (GPRA).&nbsp; This plan was updated and =
transmitted=20
to Congress in September 2000. Part of our quality improvement efforts =

strategic planning have focused on updating the HHS Strategic Plan to =
reflect=20
the emergence of new priorities and the experience that has been gained =
while=20
implementing the initial two plans. The result is an expansion and =
revision of=20
Strategic Plan goals and objectives. The discussion of implementation =
strategies=20
also is expanded and refined. A more thorough discussion of data and =
management=20
challenges and solutions is provided (Appendices XX and XX). A more =
complete=20
analysis of external factors that might affect the goals/objectives and =
how the=20
Department might mitigate them is included (Appendix XX). Possible =
outcome=20
indicators are defined and an explanation of how the strategic and =
annual=20
performance plans are closely linked is now discussed in detail =
(Appendix=20
XX).</P>
<P>Despite these changes, the basic logic of the plan remains the same. =
The=20
strategic goals and objectives reflect Department-wide priorities that =
cut=20
across individual HHS agencies and programs. In contrast, our =
implementation=20
strategies are aligned with the authority and funding of categorical =
programs.=20
Often, however, individuals and families have needs that go beyond the=20
individual Department programs. For example, the person who is moving =
from=20
welfare&nbsp;to work may also need access to affordable housing=97a =
program that=20
is within the purview of the Department of Housing and Urban Development =
(HUD).=20
In this respect, the HHS implementation strategies for helping clients =
would=20
appear to be constrained by the scope of the programs that we =
administer.</P>
<P>However, HHS works with a wide range of federal, state, tribal, and =
local=20
service providers&nbsp;to coordinate the planning and delivery of =
services in a=20
way that maximizes resources and provides clients with an integrated =
approach to=20
meeting their needs. The discussion of internal and external =
coordination has=20
been significantly expanded to provide a clearer sense of where the =
Department=92s=20
programs and activities intersect with each other and with organizations =
outside=20
HHS (see Appendix XX).</P>
<P>In addition, Appendix XX describes the unique service delivery=20
partnerships&nbsp;that we have with state and local governments, tribes, =
and=20
private organizations that have programs and goals similar to those of =
HHS. The=20
appendix provides a discussion of how these partnerships work in =
planning and=20
delivering services and the important role that these organizations play =
in=20
helping us achieve the objectives we have set in the HHS Strategic =
Plan.</P>
<P>Many of the Department's objectives and implementation strategies =
focus on=20
populations within our program authority (e.g., persons with particular=20
diseases, low-income, underserved and minority populations). Given =
finite=20
resources, where we have discretion, we target groups with the greatest =
needs.=20
We do not cast our objectives and implementation strategies by =
particular=20
populations, given the number of separate populations that are eligible =
for=20
special services.</P>
<P>Similarly, the Strategic Plan is not a depository for all actions =
that we=20
might take to achieve an objective.&nbsp; Therefore, implementation =
strategies=20
under each objective are merely illustrative and not meant as a =
catalogue of all=20
potential implementation plans; they illustrate the general direction we =
plan to=20
take. For example, a research strategy may be central to achieving one =
of our=20
objectives.&nbsp; In this case, we would list selected research =
priorities to=20
provide readers with the major thrust of our agenda and how research =
relates to=20
achieving the particular objective.&nbsp; Listing every possible =
research=20
activity would be impossible, given the number of potential research =
priorities=20
that we might support.</P>

<P>In this section we describe our strategies for accomplishing our =

goals and objectives.&nbsp; Legislation and/or regulations required to=20
accomplish objectives are presented as part of the strategies. In =

conduct a number of activities to achieve objectives and goals, such as=20
disseminating information; providing technical assistance to =
contractors,=20
states, and local governments; conducting research and demonstrations; =

services for program beneficiaries; and delivering services directly to =
